Trends in Social and political developments in Kerala

I have been directed to speak about ‘Trends in Social and Political developments in kerala’.I don’t have any formal education in any of the humanities subjects. But as a writer, unconsciously I was interested in passage of time , evolution of societies and dynamics of power. To cap it all ,I was curious to know what prompted individuals and societies to act in a particular way and found that people and societies ,however great ,are governed by hierarchy of needs .Later I understood crudely these objects of interest represented History, Sociology ,Politics and Psychology . I have had the good fortune to interact with many of the important sociologists and historians of Kerala who were also academicians. They admitted that some of my observations are interesting and agreed with the emotions behind them. But still there were some gaps in our perceptions and approaches. I think ,It was because my observations lacked a rigid methodology .Even at my prime of youth ,they lacked the perfect purity of some ideology because I always relied on empirical facts mostly gathered from newspapers which were my staple diet. I humbly told them that this crudity suits me as a writer, because events happen first. Methodical history and Philosophy follow- not the other way round. Further, the future events in the world history did not traverse even in the direction prescribed by Karl Marx , the greatest philosopher, historian and sociologist all rolled into one. Moreover, we can see that the contemporary world is in an ideological flux wherein empiricism is the safest bet and an amount of methodical crudity is affordable.

Geographical peculiarities

In a post globalized world ,the sociological and political trends of a particular region might be similar to those of other parts of the world to a great extent .Kerala being a part of India and a part of the third world ,it shares many of their commonalities. Instead of those commonalities, we may consider what are the aspects those distinguish Kerala from other parts of India. The most relevant are geographical particularities of the region.Geographically Kerala is a narrow strip between Western ghats and the Arabian Sea.The ghats acted as an impenetrable fortress which prevented attacks from the great empires which had risen and fallen in the great North Indian Theatre and the Deccans. It was only through the Palaghat pass ,the people from other parts of india could make any access to Kerala.Of course, the Tamil Kings who belonged to the western Tamilnadu had penetrated through this pass and had ruled this region for several centuries. But they could not be termed as invasions since Kerala was a part of Tamilnadu till 14th century, sharing the common language Tamil until Malayalam was evolved as a distinct language in that century.

Whereas in the eastern border, Western Ghats prevented sufficient interaction with other parts of the country ,in the western border the Arabian sea opened avenues for Kerala for the interaction with international community since as early as 3000 BC. Kerala had regular trade relations with Mesapotomians , Greeks ,Arabs and Romans for the last five millenniums.

Another geographical feature that influenced the comparatively peaceful evolution in kerala is the 44 rivers horizontally crossing the state. These rivers enabled only the normal transportation but prevented large scale military movements using horses and elephants and formation of unduly large empires. Even the maharajas of Travancore ,Cochin and the zamorins led reasonably simple lives and never could be compared with the the pompous life styles of the rulers like Jodhpur, jaipur, Udayapur, Gwalior or Vijayanagaram . These kings among themselves might have fought small battles and never a big war until the colonial powers set in the scene.

Three Immigrations

Another crucial aspect which has strong bearing even on today is the immigration of three communities at various points of history. Those are the immigration of Christians, Namboodiris and Muslims.

Christianity said to have been brought to Kerala in the Ist century AD by St.Thomas himself. This theory is rejected by the historians now as a fiction .However Nestorian Christians have come to kerala for trade and created many Christian settlements in the 3rd and 4th centuries . They might have been in the form of trade forums and lot of conversions if indigenous people took place into Christianity in a very peaceful manner. This is dissimilar to the violent crusades which occurred in Europe and west Asia during 11th and 12 th Centuries. Christian population increased progressively through centuries and a qualitative increase took place with the arrival of Portuguese during the end of 15th century. The various Christian denominations such as Catholic, Oriental orthodox and protestant have made tremendous contributions to the modernization of Kerala society. Although the spread of Christianity in kerala was assisted by the colonial invasion of Portuguese, Dutch and English since 16 th century onwards ,the activities of Christian missionaries were more or less positive. They had established educational institutions and medical institutions all over the state since 19th century with active assistance of maharajas of Travancore and Cochin and the British rulers. Kerala was one of the first regions wherein Dalits and other backward classes were exposed to modern education. It is from this enlightened atmosphere the social reformers like NarayanaGuru have taken birth. Narayana guru had metaphorically acknowledged this by stating that ‘The whiteman has given me Deeksha[initiation]’.It is the educated youth born out of this milieu had been the avant-garde of the nationalist movement and communist movement which had made bold steps toward an egalitarian society much ahead of other states.

The next immigration to be considered is of Namboodiris. The importance of this immigration is that Kerala attained a distinct identity as a people separate from the Tamils only after the continuous immigration of Namboodiri Brahmins ,through the Karnataka border in the 7th and 8thcenturies.They along with them brought Sanskrit, Vedas, Vedantas , Puranas and the caste system ,as we know it now. It was the first greatest cultural invasion experienced by Kerala which transformed its language as well as the cultural ,religious and social structure . They got spread all over Kerala and gained hegemony over the rulers with their Vedic knowledge. They cleverly got rid of Budhists and Jains who had come to Kerala much before and established their religious superiority over them. These king makers became so powerful with the monopoly of abundant land holdings and control over temples. They made codes for the chieftains and kings in such a way that their lands became free of taxes thereby depriving the state of the precious revenue. The nemesis of Namboodiris came only after 1000 years when land reform legislations were effective in the second half of the 20th century. The cultural hegemony gained by the Namboodiris in a non-violent way could be distinguished from the violent Aryan invasion occurred in North India in the 2nd century BC.

Despite of the cultural hegemony and atrocious caste system established by them , the Nambudiris were instrumental in sanskritizing the Tamil which was the language used until then and forming a new vibrant language called Malayalam. Despite their obscurantist practices and manipulative genius ,there were among them real scholars who had made original contributions in the fields of astronomy, astrology, Ayurveda and literature.

The next immigration to be considered is that of Muslims. Kerala had trade relations with the indigenous Arabs from the time immemorial. The first batch of Muslim immigrants led by Malik Bin Dirar landed in Kerala in 8th century. Islam was spread all over the world as a religion of sword. The spread of Islam in the north India was part of war campaigns ofTurks,Mangols,Afghans,Ghaznis,Ghoris,Delhi sultanate and Mughals at different points of time and probably the communal enmity between a number of Hindus and Muslims in the north India remains alive because of the old war-wounds. It was a different story in Kerala. Muslim immigration and spread of Islam in Kerala was so peaceful inasmuch as rulers like zamorin of Calicut promoted the conversions. Muslims are well-integrated to the secular fabric of Kerala and the only exceptional cases of Hindu –Muslim conflict were during the campaigns of Hyder and Tippu and at the time of Moplah rebellion which was essentially an anti-feudal and anti-colonial struggle. The advent of islam resulted in a situation where in the community now has 24% of population of the state. This demographic fact has great bearing on the finances of the state today. At present the economy of the state is determined by the remittances from emigrants to the gulf countries and most of the emigrants belong to Muslim community. The Kerala Muslims are well integrated to the Kerala society and capable of acquiring their due share of political and economic power. They are distinguishable from their counterparts in india in this respect.Three decades of emigration to Gulf countries by Muslim youth have transformed the social and economic status of the community beyond recognition.

Demographic relevance

Such immigrations over thousands of years have led to a surprisingly pleasant demographics in Kerala. The biggest asset of kerala is perhaps the communal amity caused by almost equal distribution of population and a resultant favourable power dynamics. According to 2001Census of India figures, 56% of Kerala's residents are Hindus 24% are Muslims, 19% are christians , and the remaining 1% follows other religions. Among the Hindus,26 % are OBCs ,19% Bramins and other forward castes and 11% belong to Dalits and Scheduled Tribes.Except for the Dalits and tribes, all the other communities have fair share of political and economic power by virtue of their numbers. In spite of the fact that the status of Dalits and Tribes in Kerala are far superior than their counter parts in other parts of the country, their average condition is much below the major communities in Kerala.

Economy-Kerala Model-human indices:

Another unique feature that distinguishes Kerala from other parts of India is that its human development index rating is the highest in India, whereas its economic development is low. This apparently paradoxical "Kerala phenomenon" or "Kerala Model Development" of high human and low economic development results from the strong service sector. As has been said earlier, Kerala's economy depends on emigrants working in foreign countries (mainly in the Persian Gulf countries ) and remittances annually contribute more than a fifth of GDP. Kerala's human development indices— primary level education, health care and elimination of poverty literacy rates life expectancy rural and urban poverty rates —are among the best in India. These changes stem largely from the spread of education by missionaries and the reform movements by socio-religious leaders and the efforts begun in the late 19th century by the kingdoms of Cochin and Travancore to boost social welfare. The communist movement and the subsequent first government helped to end the feudal order and distributed the fruits of kerala renaissance among every class. Despite of low economic development ,communism granted consciousness of his own right to every citizen. This focus was maintained by all the Kerala's post-independence governments.

Present and future-Apoliticization

Kerala has been a highly politicised state with its good and bad effects.Concepts of egalitarianism is deep –rooted in kerala ,much more than in other parts of India. The Communist Party of India[Marxist] is the biggest party in Kerala. The plight of this party exemplifies the state of other parties also.In spite of its contributions ,in the case of communist parties since its inception in 1930s ideological directions came from communist countries such as Russia and China .With the disintegration of the Soviet Union and the capitalist experiments in china the Indian communist parties have become rudderless and have landed into a sort of ideological pauperism. In order to survive in the nominal democracy carried out in India with its Religion-caste equations, the Communist parties now has to discard its ideological rigour and play all the games of vote Bank politics. In kerala in order to be in power it had to dabble with communal forces and later with fundamendalist forces with dangerous portents to general public. In the North india the parties got only votes in lieu of appeasement of major vote Banks. But in Kerala by appeasing communal and fundamentalist forces who have direct access to petro dollar, the parties and individual leaders garnered enormous riches in addition to the benefits of the vote bank. This is at the cost of security of the people. With the death of the first generation of great leaders with ideological clarity ,the parties have fallen into the hands of leaders with tendencies of corruption and lumpenism .Since the left parties are practicing the corruption retaining the old structures of Stalinism ,the corruption has become well- structured than in other parts of India ,although the volume of corruption might be less. Thus with the decline of international socialism and onset of globalization ,the trend of apoliticization is catching up with the major political parties as well as the general public. The civil society of Kerala, which had been once vibrant , is too dying down. There are no more great statesmen or visionary politicians in Kerala to contain the political and moral anarchy and decay set in the society. Kerala had a strong avant-garde since the later part of 19th century consisting of philosophers, social reformers, political thinkers and writers which enabled the society to be a progressive one. That avant-garde is too dying down and is at present becoming subservient to the political masters.

A culture of Hedonism

With the onset of globalization ,urban India has changed beyond recognition ,although the rural India is straining to survive. In Kerala there is no place unaffected by the good and bad effects of globalization ,because Kerala is virtually a big town, with the citizens well- exposed to the consumer world. Kerala is having the highest percentage of NRIs. About 3millions to 3.5 millions of keralites are believed to be NRIs with a presence in 180 nations..They Remit Rs.45000 crores to 50000 crores of rupees annually to kerala which is one-fifth of GSDP of the state. The state had received Rs.250 billions as foreign remittance in the past 35 years With such enormous remittances Kerala is passing through the most prosperous period in the history. It could be safely said that but for the defects of social engineering and individual management of life, nobody would have been remained poor in the current scenario. In spite of the beneficial aspects of the huge remittances ,a culture of hedonism, that the life is only for enjoying pleasure ,has set in Kerala psyche, replacing the high level of social consciousness derived in last century. The biggest casualty of this upwardly mobile society is that rampant and increasing liquor consumption and unmindful environmental destruction. The per capita liquor consumption of Kerala is 8.3 litres, which is the highest in the nation and is equalling that of the US.Kerala is spending about Rs.15000 crores to Rs.20000 crores for liquor and the projected revenue to the govt.is 6500 crores.Liquor is pauperising so many households and it results in breakdown of numerous families ,especially those of weaker sections.

Extravagant spending

In spite of the fact that the state had received Rs.250 billions as foreign remittance in the past 35 years ,neither the government nor most of the NRKs do not have a vision about a meaningful investment, unlike their counter parts in Gujrat or punjab. Political parties heading the governments have been treating the NRIs as only milch cows who liberally donated to individual leaders as well as parties. The hard-earned money was spent mostly on huge buildings, jewellery ,ostentatious celebrations costly cars and other luxuries. In spite of the fact that most of these NRIs were unskilled labourers who has to return almost empty handed after their prime age ,no rehabilitation strategy has yet been evolved.

Growth of vested interests and apathy

This atmosphere of apoliticisation and public apathy has been used by vested interests and mafia. In the other parts of india corruption is mostly individual and run by small rakets.Kerala, being ruled by cadre parties, corruption is well-structured,running across all walks of life horizontally and vertically. In the last decade various mafia such as eductional mafia, sand mafia, land mafia, lottery mafia etc with the active support of politicians as well as bureaucracy have taken root. Similarly, organizations ,whether it is collective religions ,trade organizations or trade unions have acquired unprecedented clout at the cost of the interests of the ordinary citizens.

Religious revivalism

If we examine the contemporary history ,it could be seen that the world stopped its socialist experimentation and was going back to religious revivalism of all hues. The reckless oil hunt of America and its allies in middle-east ,the break-down of socialist block, Iran-Iraq war ,Theocratic revolution in Iran etc. have contributed to the rise of Islamic Fundamentalism . Similarly, immediately after the breakdown of soviet union ,all the countries of the erstwhile communist block was returning to Christianity with resurgent passion. Similarly,in the late 80s and 90s a Hindu revivalism took root in India exemplified by the demolition of Babri Masjid and Bombay riots and later in this millennium in the Gujrat pogrom. Such pan-Hindu ,Pan-Christian and Pan-Islam movements have their presence now in Kerala too. But for the favourable demographic balance explained earlier ,the religious revivalist trends would have developed into dangerous proportions. However, the irresponsible patronage given by the political parties to fundamentalist forces in exchange of petro-dollar and votes are wrought with perilous portends.

Direction

Due to the institutionalized corruption, the vested interests might be having the the last laugh. In spite of that, the right of expression in Kerala is still reasonably protected .The print media and electronic media ensure that culprits are ,at least, exposed . This is not always because of professional ethics on the part of the media, but because of competition among them. New professional colleges have been started mainly on commercial considerations. But it has helped in the spread of education. Part of the foreign remittance is fruitfully used in the education sector with fruitful results , especially, among minorities and girls .

What we can hope is that the vagaries of world capitalism may bring some situation which is good. A rethinking may arise in the government and the NRIs, with regard to the deployment of the large foreign remittance. Otherwise, it is a bleak scenario wherein the civil society is dormant, politicaians are self-centred ,structured corruption is rampant and visionaries are absent.
